Pixel's dashboard is green: average latency 7 ms. Yet users keep saying the app "freezes for a moment" every so often. Is the dashboard lying — or are the users?

Pixel's server handles 100 requests per second, with a short burst to 180 every 10 seconds. Over the whole run the average web latency is about 7 ms. How slow is it during the bursts?
